The ESB program in each country will rely on a National Co-ordinator to help liaison with product manufacturers' , national institutions, collect data, critically review its quality, help with national data interpretation etc. Some of these aspects may be sub-contracted out, as is the case in the UK where DHL-Exel will provide the packaging data and liase with the product manufacturers.
 
The National Co-ordinator is seen as having a key role in the success of the program and thus Co-ordinators have been carefully selected on the basis of their good knowledge about the domestice packaged goods industry and having good contacts, especially with fillers of the most common products. The National Co-ordinators and sub-contracters appointed are click here.  
 
 
The work of the National Co-ordinator has been clearly defined. National Co-ordinator will be requested to perform the following tasks:
 

01.

Study and understand the ESB method to a sufficient level to allow 1) fulfillment of the agreed work and 2) communication of its purpose and benefits to stakeholders.

02.

Comment on the product categories / ranking selected by AC Nielsen for the specific country.

03.

Comment on the products selected by AC Nielsen as being representative of the most common products in a national basket.

04.

Select one additional product category if appropriate, that is country specific.

05.

If necessary, translate the questionnaire to the domestic language.

06.

Identify both the company that manufactures the product and a contact at the company that can answer the questions in the questionnaire. Inform this contactabout the program and persuade, help, remaind him/her to fulfil the questionnaire*.

07.

Check and verify the quality of the data*.

08.

Input the collected data into the ESB database via internet (password will be available).

09.

If necessary, perform some measurements e.g. consumer packaging dimensions or weight to fill in any missing data*.

10.

Advice and help Project Manager with interpretation of the national results.

11.

Assist the ESB Management Committee disseminate the results of the national shopping basket in the country.

12.

The aim of the national project includes the publication of aggregated results. National Co-ordinators shall have the possibility to study the results and comment on them before publication.

13.

Sign a confidentiality agreement with the ESB Management for data protection.

14.

Enter into an agreement with the ESB Management for the use within their country of findings of the program for their country subject to prior approval by the ESB Management.
